The Portfolio Resource is simply a container that holds an unlimited number of Client Resources containers and subsequent Project Resources.
All Project Resources must belong to, or be created under, an existing Client Resource collection. If a Client Resource for a new Project Resource does not yet exist on the system, one must be created first.
